MINUTES

Present: Kim Moon, Chris Harkness, Frank Dolejsi, Linda Hinderscheit, David Sorenson, and Michael Kuchta

Absent: Jon Heyer, Amy Perna, Kevin Dahm, and Bill Sylvester

Call to Order:  Kim Moon called the meeting to order at 7:01 p.m.

Adoption of Agenda: Motion to approve the agenda (Dolejsi-Harkness) Passed.

Approval of Minutes: Motion to approve the minutes of the 10/05/2015meeting. (Dolejsi-Sorenson) Passed.

Chair Report: There is interest from a couple residents in getting an off-leash dog park in the neighborhood. Kim will put them in touch with one another. Kim reminded everyone to vote tomorrow in the City Council and school board elections.

Hmong College Prep Academy - Playground: Dr. Christianna Hang was at tonight’s meeting. She reported that their enrollment is over 1300 students. The school is hoping to buy the old bus garage property across Brewster Ave. to build a playground, athletic facilities and green space. Additional parking will be added as well. Part of Brewster Avenue will be rerouted. Representatives of Kodet Architectural Group were in attendance to present preliminary plans. The school is asking us for a letter of support.

Motion: Write a letter of support for the Hmong College Prep Academy playground/green space project (Sorenson-Harkness) Passed

Como/Front/Dale Intersection: Hillary Holmes was at tonight's meeting. She is a city planner and project manager for the City of St. Paul. The city is likely to have funding ($350,000.00) through the Commercial Vitality Zone program to invest in commercial areas. The hope is hat this program will be on-going in future years. There are two meetings next week to begin community discussions. Michael Kuchta will send a meeting reminder to our business network group.

Buddhist Temple Parking: Jason Geschwind was present to discuss parking problems for a recently relocated Buddhist temple on Front Ave. It is located in a former church site at 883 and 887 Front Street. Because of the new bike lanes on Front, parking has become an issue on the south side of the street.  A traffic engineer from the City was also present. Shared parking with Orchard Rec.Center for Sunday services is a possibility, but that doesn't solve the problem for those with mobility challenges. We discussed the possibility of checking with representatives of the City to see if parking could be allowed in the bike lanes for the short term on Sundays. Michael pointed out that the city plan for the bike plan originally had it routed off street in that location. Michael also pointed out that this is not the only place in the city that this problem is occurring.

New Business: Kim will send out proposed dates for 2016 Land Use meetings to the committee.
Because of holidays, we will need to schedule several meetings on Tuesdays.

Adjourn: Motion to adjourn the meeting at 8:19 p.m.

Next Meeting: The next meeting is Monday, November 30, 2015, at the Street Car Station.

Future meeting dates: TBD
