MINUTES

 

Present: Kim Moon, Chris Harkness, Bill Sylvester, Tom Eyre, Frank Dolejsi, Ted Blank

 

Absent: Linda Hinderscheit,

 

Call to Order:  Kim Moon called the meeting to order at 7:00 p.m. 

 

Adoption of Agenda: Motion to approve the agenda (Harkness-Eyre) Passed.

 

Approval of Minutes: Motion: Approve the minutes of the 11/4/13 meeting. (Eyre-Moon) Passed.

 

Chair Report: Ted met with St Paul Zoning Inspector Tom Beach and a representative from O’Reilly Auto Parts at the site. The City is requiring O’Reilly to repair them fence to bring it up to code.

 

Delores Roehl- Zoning Variance at 782 Lakeview plans to replace the existing side yard deck with new screened porch that will better fit the needs of the homeowner and is in keeping with design of house. The roofline will match that of the house and give the appearance that the porch is part of the original house. The homeowner is requesting a .7 foot variance. Motion to send a letter of support for the project as proposed. (Dolejsi-Harkness) Passed.

 

Ann Jurewicz- Twin Cities German Immersion School Sound Variance from 7 pm-12 am on Feb 22, 2014   

 

A private event will be attended by more than 200 people to raise funds for classroom enhancements. They will have a DJ, no band. Doors will not be held open. This is a once a year event for the school (but they might rent out the building to other organizations.) Alcohol will be served.

 

Maren Swenson lives across the street. She voiced neighbor concerns about the lack of parking available and that granting a sound variance until midnight will set a precedent making it difficult to deny variances in the future. Other neighbors present reiterated that parking is the biggest concern.

 

German School representatives countered that attendees could be encouraged to park elsewhere and carpool. They will look into other possible parking options, Como and Van Slyke are both snow emergency night plow routes so the weather might making parking even more problematic.

 

Some committee members expressed concern over the midnight end time. Others questioned whether a variance was even necessary, given this was an entirely indoor event. Event organizers explained that the late hours were to offer adults an attractive evening out without children and to save the organization the expense of having to offer a formal meal. They are applying for a variance to be certain the event will not be spoiled by a police call on the chance someone might call to complain. After discussion about the nature and times of the event and assurance from the neighbors present that noise was not their major concern, the motion was made to recommend a letter of support that would explicitly indicate that our support for the late end time is given because this is an enclosed, indoor event.

 

Motion to support the variance until midnight (Dolejsi- Harkness) Passed.

 

2014 Work Plan tabled until January meeting
