District 10 Land Use Plan Ad Hoc Committee

Present: Chris Harkness, Bill Sylvester, Art Oglesby, Theo Woehrle, Dick Dian, Curt Stock, Jill Dent, Josh Williams

Call to Order: The meeting was called to order at 7:04 p.m.

Minutes of the June and July meetings: approved.

Intern Report: Theo Woehrle presented engagement strategy and educational briefing. We will distribute the briefing through multiple media avenues to gather input from citizens and business by offering engagement opportunities for each group. The idea is to collect data to inform a survey to be distributed online and in paper form at community events. We will plan to have a table at the housing forum on October 13th and at the pancake breakfast on October 27th. After collecting data from surveys, the data will be presented in a public meeting in October, at which more comments would be collected and compiled. Another public meeting will occur in November. Finally, we will report findings in December. Theo will prepare materials for these meetings. In order to entice responses and encourage engagement we could offer incentives or hold a contest. There will certainly be opportunities for volunteers to help get the word out and collect surveys and input. We discussed how to document interview comments and group discussions as much as possible so that the process is open and transparent without scaring away people who would rather not have their names in print. At this point it appears that we have many ways for people to offer input: paper and online surveys, focus groups, public meetings, so it everyone who wishes to comment will have that opportunity.

We discussed who can offer input. Should we be listening to people who do not live in District 10? There are some projects that have been and will be proposed by parties outside of District 10 that might not be agreeable to District 10. However, District 6 residents who live by the park will likely wish to be heard and while we as neighbors share similar concerns District 6 residents are not able to vote on District 10 issues. That said, this is an information gathering process and we do not wish to exclude viewpoints in this part of the process. For the purpose of gathering as many perspectives as possible, the educational briefing will read “residents, business owners and anyone otherwise involved in the District 10 community.”

Small Area Plan Strategy 4: Infrastructure and Accessibility for residents, employees and visitors

Lead Water Service—Much of this has been converted to copper, but we will check the RSVP plan and include a request to finish those neighborhoods still with lead pipes. There are areas in Sub District 2 and south of Midway Pkwy that are not yet complete.

Gateways—We will identify locations in District 10 we would like to be treated as “gateways” and specify treatments to highlight these District 10 entrances. Possible intersections are Dale/Larpenteur, Lexington/Larpenteur, Dale/Maryland, Como/Snelling, Hoyt/Snelling and Midway Pkwy/Snelling. There may be others.

Traffic and Transit—This section is important but outdated. Given his historical and experiential knowledge of the topic, Bill Sylvester will draft a rewrite for the September meeting.

Bikeways—The committee will reference the citywide bike lanes plan and look for areas of agreement. We’ll also indentify specific improvements we want to see such as a possible alternative north/south route on Chatsworth where Lexington is steep and traffic congested.

At next meeting we will plan for community meetings and other opportunities for input and we’ll pick up where we left off on with Strategy 5 in the small area plan.

Next meeting: The next District 10 Land Use Plan ad hoc committee meeting will be held at 7 p.m. on Monday, September 10, at the Historic Streetcar Station.
