District 10 Land Use Plan Ad Hoc Committee
Monday, June 11, 2012
Street Car Station

Present: Chris Harkness, Bill Sylvester, Jessica Bronk, Josh Williams, Curtis Stock.

Call to Order: The meeting was called to order at 7:10 p.m.

Minutes of the May meeting were amended to more accurately describe bike routes through Como Park: Approved (Sylvester/Stock)

Intern update: We had 25 applicants. We have chosen 6 for interviews. Jessica will notify applicants and set up interviews.

Small Area Plan:
Strategy 1: Conserve & Improve Neighborhood Housing

Recommendation 1: Neighborhood stability— Find out why Ramsey Co programs (HRA and emergency loans) are not available for St Paul residents. Explore options for energy efficiency and other low interest loans. Assist residents in need of help with home improvement and work to constructively solve problems with existing residents when maintenance has been deferred (instead of moving directly to condemnation.) Form a volunteer program that would provide information to and work with residents to fix up unsafe or declining properties that have received a complaint. Can District 10 intervene when there is a complaint before the City has to act? When financing is available we should be able to hold homeowners to a higher standard.

Recommendation 2: Neighborhood Attractiveness

Make more specific statements here. Identify specific strategies to keep families in their existing homes including revolving home loans if they can be found. The District Council should support home owners who want to increase their commitment to the neighborhood by improving their properties by supporting reasonable variance requests if needed.

Strategy 2:—Improve and Encourage Relationships between District 10 Institutions, Businesses, and the Community at Large

Update the institution language. Keep recommendations 3 and 4 and rewrite recommendation 5.

Strategy 3:—Improve Public Open Spaces—
Check with the residents vested in Tilden Park. Midway Pkwy improvements are pretty much complete. Push for the areas that have not been upgraded to curb/gutter and lantern lighting yet. Make a list of these areas. Work to get permission from the city for curb cuts for boulevard rain gardens.

Next meeting: The next District 10 Land Use Plan ad hoc committee meeting will be held at 7 p.m. on Monday, July 9, at the Historic Streetcar Station.
