District 10 Land Use Plan Ad Hoc Committee

Present: Chris Harkness, Bill Sylvester, Jessica Bronk, Josh Williams, Art Oglesby, Jill Dent and visitor Theo Woehrle.

Call to Order: The meeting was called to order at 7:10 p.m.

Minutes of the May meeting: Approved (Sylvester/Oglesby)

Intern: We have 12 applicants so far. The posting closes Friday. Jessica will forward the applications to Jon Knox, Chris Harkness and Jill Dent.

District 10 Land Use Plan:
Urban Design Natural Environment

Objective 1: Cohesiveness— What is the identity we want to create? Do we want to pull the parts of the district together? Entry points to the neighborhood will likely never entirely match. Maybe not a branding, but physical connections should utilize natural beauty in the area. Highlight the parkways, bike trails entering and interconnecting with the broader region. Keep the existing plan objectives to develop, preserve and promote bicycle routes for commuting as well as recreation. Keep the bike trails as shown in the City of St Paul Bike Trail map so that bicycles can connect safely and efficiently with all the other trails in the region, specifically the route from Horton along the south of the lake to Victoria, connecting to Wheelock Pkwy (east and west,) north/south corridor from the bridge and bicycle tunnel by Jessemine through the park and up Lexington to connect with the Roseville bike trail on Lexington, also from Midway Pkwy and Hamline to the Lakeside Pavilion. If you’re in on a bicycle in Como Park you should be able to ride safely and efficiently to all the different features in the park.

Objective 2: Preserve and enhance the quality of the district’s natural environment.

Condense the existing bullets into sentences in support of the CRWD: Support efforts to improve water quality in Lake Como…enhance urban natural environment…Improve the health of the wooded areas, birds and wildlife.

Add Community Garden.

Recreation— Balance needs of residents with the needs of visitors…
Develop additional venues for recreation/leisure activities.

Keep the concerns about Como Park but include objectives for both recreational centers in order to raise awareness of the facilities we have in our district.

This completes the initial address of the District Plan. Chris will ask Josh to send his notes for our reference. Next meeting we will begin work on the West Como Midway Parkway Small Area Plan.

Next meeting: The next District 10 Land Use Plan ad hoc committee meeting will be held at 7 p.m. on Monday, June 11, at the Historic Streetcar Station.
