District 10 Land Use Plan Ad Hoc Committee
Monday, April 9, 2010
Street Car Station

Present: Chris Harkness, Bill Sylvester, Jessica Bronk, Dick Dian, Curtis Stock, Jill Dent, Josh Williams

Call to Order: The meeting was called to order at 7:10 p.m.

Minutes of the February and March meetings: Minutes of both meetings approved (Dian/Curtis)

Intern: Mr. Williams suggests identify specific topics ahead of time for that person to research. Getting through all of the documents we want to review will help define what we want the individual to do. Ms. Dent has had a lot of experience with interns and is willing to facilitate the process. Post the opening at colleges, Humphrey Institute, various papers and non-profit outlets. Include “paid intern” in posting header.

District 10 Land Use Plan: To be effective, recommendations should direct specific actions.
Transportation—need to more specifically address alternative modes such as bicycles, pedestrians and bus and how they coexist with cars.

Objective 1: traffic calming—yes, but call it best practice…, include examples of specific locations (eg Nebraska/Hamline) and specific measures, bump-outs, basket-weave stop signs, one-way streets. Better pedestrian safety, school zones, etc.

Objective 2: use specific examples of successes with statistics on Shuttle.
Bicycles—Push for bicycle transit and bike parking through Como Park. Cross advertise opportunities for alternative transport, explore opportunities to partner with bicycle organizations for education and safety. We need an easier transition for bike traffic at Horton/Hamline. Access star grants for bike racks and bike lanes. Commuter hub bike lockers?

Buses—encourage Met Council to consider all the attractions in the park and get more people here by bus. Secure permanent parking for Shuttle. Expand shuttle service to include east, north and south areas. Make the Pavilion a shuttle stop on a circulating shuttle. MTC bus should come all the way up Lexington. Or maybe streetcars?

At the next meeting we will address the Urban Design/Environment and Recreation sections. In future meetings we will review all sections previously addressed. There is a specific request to revisit page 5 “Housing.”

Next meeting: The next District 10 Land Use Plan ad hoc committee meeting will be held at 7 p.m. on Monday, May 14, at the Historic Streetcar Station.

Meeting adjourned: 8:59 p.m. Future Meetings: The second Monday of each month.
