Meeting Minutes

I. Call to order at approximately 7:00 p.m. Review, Amend, Approve Agenda.

II. Board Chair Report- Panod reported in Jon’s absence. David Arbeit is organizing a planning meeting for the Orgami Crane Making event in honor of Marcy Micek, to be held on Saturday, March 24. The event will include kids activities, and families are encouraged to attend.

III. Treasurer’s Report. We are in a good cash position. We had a surplus of cash at the end of 2011, and enough cash to cover our needs while we work to submit the 2012 City grant applications.

IV. Land Use
a. Gabe’s Variance: The Land Use Committee made a recommendation Monday night favor of Gabe’s by the Park sound variance request for their Saint Patty’s Weekend Tent Party, March 16 & 17. Tim Weiss was in attendance at the meeting to talk about the request and to answer questions. The Executive Committee voted over email to support the recommendation, and Kim Moon sent a letter this morning in support of Gabe’s.
b. Booth Brown: The Salvation Army Booth Brown house in applying for a conditional land use permit to open a 16-bed Emergency Shelter for 16-21 year olds. Booth Brown representatives were in attendance at Monday’s Land Use meeting to talk about the new service and to answer questions. Land Use will bring an action item to the full board in support of the conditional use permit. See March Land Use minutes for full details
c. Chelsea Heights STAR grant: Saint Paul Public Schools is applying for a STAR grant to improve the Chelsea Heights playground. A Land Use action item will be brought to the board in support of funding for the project.

V. 2012 COPP Grants
a. WARD 4: We need to create an ad for an internship, find out where to post, set a deadline for applications and interview potential candidates. It was discussed that we will use the staff job description as a template for the internship job description. Panod will send the job description to Chris and Jessie. The Executive Committee agreed to help develop the description if needed.
b. WARD 5: Amy Brendmoen mentioned at the February Council meeting that there are limited funds that will be available for Ward 5 COPP grants. Jessie will contact the Ward 5 legislative aid to follow up on this.

VI. 2012 City Grant: Jessie has started the 2012 City grant applications and will solicit help from the Executive Committee as needed.
a. Public online survey: We need to do an evaluation of 2011 for our grant application. Panod has agreed to format a survey that can be sent out through the e-blast.

VII. Presenters at Council Meeting
a. Como Pool, Booth Brown and Chelsea Heights. The Como Pool presentation will be rescheduled for our April Council meeting to allow more time for publicity.
b. Marcy Micek Event (March 24, 1-3 PM) Planning has been initiated by David Arbeit.
VIII. Other events
a. Garage Sale status: Jessie will begin planning in the next couple of weeks. Suggested avenues for advertising: Roseville Review, Craigslist, Minnesota Daily, Monitor/Bugle, Star Tribune, Pioneer Press.
b. Housing Forum: The Neighborhood Relations and Safety Committee has postponed the Housing Forum. A reschedule of this event will be discussed at their next meeting.
c. Sunday Series: The first presentation of the Sunday Series on butterflies was a success with approximately 35 participants. The second presentation, Tales of Old Como is set for Sunday, March 18 from 2:00-3:30 in the Lyngblomsten Chapel.
IX. Reschedule: The July Executive meeting has been rescheduled for Wednesday, July 11 (instead of July 4).
X. Staff Report: Jessie requested vacation for May 17-21. This falls over the weekend of the Garage Sale, and Jessie will solicit help as needed. Committee voted to approve this request. Also, the community garden group is making steps to find a community vegetable garden for this spring. A few locations are being looked in to, including state land near Snelling and Albany.
