District 10 Land Use Plan Ad Hoc Committee

Present: Chris Harkness, Art Oglesby, Theo Woehrle, Josh Williams, Dick Dian, Jessica Currier.

Call to Order: The meeting was called to order at 7:01 p.m.

The September, October and November meeting minutes were approved.

Theo presented the initial draft of his end of the year report and asked for recommendations for what the next steps should be? How will these findings inform this process going forward?

• Methodology recommendation: create focus groups around specific topics that were identified as issues of importance.

Theo also asked for input on how to do address the “conflicts in the data.” Como Regional Park is a valued community asset whose growth and success brings negative consequences to the neighborhood. And people seem to want more small businesses but others to preserve single family housing at all costs and want no commercial encroachment in the community?

Recommendations:

• Set up a chapter about Como Regional Park. It should have its own section to talk about impact on the neighborhood and discuss how communication and decisions. It should contain neighborhood goals and strategies to work with Parks and cope with Como Park.

• Business and residents: ask about specific businesses at specific locations, such as a restaurant at this corner. And as mentioned before, we need to meet with Parks to discuss the businesses growing within the park, which in turn affect the surrounding neighborhood.

Ask the questions do you want to create areas for growth. Is there demand driving it? Can we accommodate new businesses in areas already designated commercial? Survey respondents say they want small restaurants and other places they can walk to.

Challenge: How do we get a broad spectrum of perspectives? How do we get underrepresented populations to meetings or get their input? Be diligent in getting the word out, especially to groups that will be most affected by what we propose.

Master meeting schedule: Three public meetings

• Transportation meeting to discuss traffic, parking, bike, pedestrian, bus routes could be one of the first meetings. Define problems, recommend solutions to include in the plan. Who is underserved? Identify specific bus route needs and intersection problems.

Bus Survey ideas: Gather information about potential ridership. How likely to ride the bus, how often? Where do you work? What hours? How far would you walk to and wait for a bus?

• Park meeting to involve Parks and Recreation in discussion of overcrowding that spills into the neighborhoods, retaining green space vs revenue generating development, etc.

• Business/Housing/Land Use Development meeting to identify possible areas for development of small business and more single family homes. How can we work with institutions, Sholom site, Holy Childhood, Booth Brown and Job Core?

Look for ways to assist and communicate with ways and programs to improve residents’ home energy efficiency.

Budget: Printing, postage, event costs, advertising. PED maybe could help with large maps for meetings.

Theo will use these talking points to flesh out his draft and present the report to District Council next week.

Next meeting: The next District 10 Land Use Plan ad hoc committee meeting will be held at 7 p.m. on Monday, January 14, at the Historic Streetcar Station. We will discuss the process and develop a framework for future public meetings and information gathering strategies.
