District 10 Como Community Council Board Meeting

MINUTES

 

I. Call to Order: Chairperson Jon Knox called the meeting to order at 7:02 p.m.

II. Board Introductions

Present: Jon Knox, Chris Harkness, Linda Hinderscheit, Debra Pursley, Pete Bolstad, Julie Tholen, Mary Michalski, Patrick Tschida, Frank Dolejsi, and Dana Saeger

Absent: Curt Stock, Kim Moon, Tom Eyre, Jackie Gulbranson and Tedd James

Staff Present: Ted Blank

III. Review, Amend, Approval of Agenda:

Motion: Approve the agenda (Hinderscheit-Dolejsi) Passed

IV. COMMUNITY SECTION:

A. Board Chair Report: Curt Stock will not be able to attend meetings for awhile due to an illness in his family. Ted Blank talked to David Glass of Black Bear Crossing today. Our potential move to Black Bear Crossing may not happen. Ted is meeting with Parks and Rec to negotiate the new lease at the Street Car Station.

B. Treasurer's Report: Tom Eyre was not able to be present at tonight’s meeting. The financial statements were in the board packet. A Treasurer’s report will follow at a later date.

C. Miscellaneous Community Discussion: Ramsey County Commissioner Janice Rettman was present. She reported that City of St. Paul administration will go to the City Council to put out RFPs for running Como and Phalen golf courses starting next year. Ted Blank reported that Mike Hahm is coming to our November board meeting. 

V. BOARD BUSINESS SECTION:

A. Review/Amend/Approve Minutes and Financial Statements:

Motion: Approve tonight's financial statements and minutes of the 9/17/2013 meeting (Michalski-Tholen). Passed.

B. Staff Report: Ted Blank reported that Kate Edwards was planning to attend tonight and give a short presentation on the Job Corps, but she was unable to do so. Ted pointed out that our community events depend on volunteers from the Job Corps. Ted wants everyone to give him a head count on tickets sold for the Pancake Breakfast so ordering can be planned. A planning meeting for the community garden will be held next week. Ted asked the board to let him know if they are having trouble getting emails. There have been some unusual, violent crimes (rape, firearms discharge) in the neighborhood during the past few months. 

C. Boundary Change Recommendation: David Arbeit and Pete Bolstad, ad hoc committee co-chairs, reported on the community meeting regarding the boundary change recommendations. The committee has received no additional comments since the community meeting. The committee made its recommendation for the four new sub-districts. No current board members will be affected by the redistricting. A special election for interim directors from the new sub-district 4 will be held later this year. Regular elections will take place in April. Revised sections of the Bylaws were distributed. The revised Bylaws will be voted on at our November meeting. Changes include boundaries; an addition of a section regarding potential redistricting after each 10-year census; constitution of the board (total board increase from 15 to 17 members); and the special election for directors from sub-district 4. Strategies were discussed for advising residents of the South Como area of the upcoming board meeting and the vote on the Bylaws changes. Pete suggested having one or two meetings in the South Como area early next year (German Immersion School and an apartment building on Front were mentioned as likely locations). Dana Saeger suggested bringing the map of the new sub-districts to the Pancake Breakfast. The proposed, revised Bylaws will be posted on the website.  

D. Lease Status 2014: This was discussed in the Chair report above.

E. Committee Updates:

a. Land Use: Kim Moon was not present at tonight's meeting due to illness.  Chris Harkness reported that the possibility of a streetcar line on Rice Street was discussed. Kim was going to check with District 6 to see if they want our support on this. Ted will see the D6 administrator on Wed., and will talk to her about this.

b. District Plan ad hoc Committee: Chris Harkness reported on last night's meeting, at which the community meeting on parks was discussed. A draft of the plan may be ready by the end of the year. 

c. Neighborhood Relations and Safety: Mary Michalski reported that the Pancake Breakfast is coming up on 10/26. Bus persons are still needed. Silent auction donations are still welcome. Como Curb Clean-up is underway for the entire month of October. A targeted appeal for donations will be mailed to those who contributed last year. The committee plans a brainstorming session for their November meeting. They are especially interested in activities for the winter. 

d. Environment Committee: Dana Saeger reported the committee did some strategic brainstorming at their last meeting. The meeting format did not lend itself to traditional minutes, so there were no minutes in tonight's board packet. The meeting was well attended, including some people from South Como.

VI. Adjourn

Motion to adjourn was made at 8:02 p.m. (Harkness-Bolstad) Passed.
