District 10 Board Members Present: Chris Harkness, Jon Knox

Guests Present: Mike Rice and Tim Wozniak, Manager of Gabe’s Roadhouse
 
Agenda and January 2010 Minutes approved.
 
Heard Gabe’s manager Tim Wozniak and Mike Rice describe the variance Gabe’s Roadhouse will be requesting for the week of March 17th. On the nights of the 17th, 19th and 20th they wish to have music and serve liquor in their parking lot from 9 pm -1 am. On Sunday the hours would be from 5 pm – 11 pm. Based on lessons learned at their 2009 Halloween event they will position the tent and the stage toward the bank side of their property, not the side closer to the neighboring residents. The committee heard their plans and desires to be respectful of the neighborhood and will consult with District 6 before making a decision on a recommendation to the City to approve or withhold approval.
 
Worked on language in the 2010 work plan (draft follows.) This will be finalized and approved at the March meeting.
 
Heard Sally report briefly on the Como Regional Park Transportation Implementation Plan PAC. Dennis O’Rourke will be the District 10 representative and she will serve as alternate. The first meeting will be Wednesday February 10 at the Visitors Center in the park.
 
Discussed developments to date on the issue of District 6 residents requesting a move to District 10. Chris attended the meetings of the D6 Land Use Committee and the D6 Planning Council where the residents presented their request. She shared letters between District 6 Planning Council, District 10 chair Leah Johnson and herself. Resolving this issue is an item on the committee’s 2010 work plan.
 
Discussed the status of the Midway Parkway Small Area West Como Plan. Those in attendance believe an ad hoc committee should be formed to solicit input from all the various neighborhood groups and interests to produce an updated and relevant plan.
 
 
New Business: Meeting location—discussed the need to make our meetings accessible to anyone who wants to come. Chris will gather input from members not present as to whether the meeting location should move to a more accessible location and also add language to the calendar stating anyone needing accommodations please contact us prior to the meeting.

District 10 Land Use Committee Work Plan Goals and Activities for 2010
The District 10 Land Use Committee has adopted the following 3 goals for 2010 and identified the following 4 objectives for the year, along with a number of specific activities that it believes will support these goals. This work plan expresses the Committee’s commitment to the adopted goals, but the Committee may substitute other activities if the changes are judged to promote the Committee’s goals and objectives or if the activities are no longer deemed be appropriate.
Goal 1: Educate the public about land use issues that affect District 10 residents.
Goal 2: Provide a forum for District 10 residents to express their voice on land use decisions that impact them.
Goal 3: Conserve and strengthen District 10 neighborhoods so that their stability, safety, property values, tax base, and attractiveness remain the showcase of Saint Paul.
Objective 1: Support feasible reuse and/or redevelopment options for the Sholom Home site that enhance and support the Midway Parkway neighborhood and District 10.
Objective 2: Recommend to the Saint Paul Planning Commission changes, amendments, and updates to the Midway Parkway-West Como Small Area Plan so as to conserve and strengthen the Midway Parkway-West Como neighborhood, thereby enhancing its attractiveness, stability, safety, property values, and tax base.
Objective 3: Recommend alternatives for the future development of the Lexington/Larpenteur area that reflect community values, enhance the economic vitality of the area, and serve as a “gateway” to the community as envisioned in the District 10 Land Use Plan.
Objective 4: Work with District 6 to address the concerns of District 6 residents living adjacent to District 10 in Como Park
