Meeting Minutes


Directors present:   Leah Johnson, Jon Knox, Marcy Micek, Marsha Milgrom (Pete Bolstad and Chris Martineau for second item; Karl Koch for third item).

Staff present: Rhonda DeBough Insook

Others:  Dennis O’Rourke and Sally Worku second item.  Lori Hill and Panod Klongtruatroke all items.

        I.            Call to Order                                                                                                     


The meeting was called to order at 7:08 p.m. by Leah Johnson.


      II.            PAC Representative Elections                                                                                  


Elections were held for Participation Advisory Committee (PAC) Representative and alternate of the Como Park Transportation Implementation Plan group.  The group will meet a total of seven times.  Dennis O’Rourke was elected with Sally Worku as alternate to represent District 10.   The question remains whether District 10 observers and members of the public will be allowed to attend as observers.  The Ad-Hoc Como Park Transportation Advisory Plan Committee will function as a forum for greater input.


III.       Safety Committee


Karl Koch, Safety Committee Co-Chair, presented an update on District 10’s Safety Committee.  Attendance has been low.  Local neighborhoods’ efforts do not always translate into a desire to participate in monthly committee meetings.   Thoughts around refocusing activities have lead to one recommendation, coinciding with a City-funded COPP grant.  For $3,500 maximum, the City has preliminarily approved a “Share the Road” activity and Safety Committee/staff are discussing specifics, which include pedestrian workshops as well as traffic calming initiatives like “Paint the Pavement.” 


A question is how to integrate into existing workplan.  The workplan will not change, as traditional Safety events like block clubs and National Night Out continue.  Crime prevention requires some daytime activity, which is largely the function of staff, not volunteers or board members.  Additionally, a block club leader meeting will continue, which Safety Committee co-chairs typically attend.




IV.      Staff Update


Rhonda DeBough provided an update on staff activity.  Becky Cline, bookkeeper, is getting acclimated and new grant requests have been made.  Financials are currently in process, and there is obviously a gap during the time needed to process and advance time to send to District 10 Board.  The recommendation was made, and agreed by consensus, minutes will be sent to board members roughly one week in advance rather than having to rush and risk sending out late minutes. 


Staff is facilitating neighbors interested in an art crawl.  To date six are interested.  Rhonda also reported National Night Out discussions have begun for the August event.  This year’s event is scheduled to take place at Northwest Como Rec. Center; however, the current strategy prevents somewhat neighbors from organizing their own National Night Out events, block by block.


City grants are in their final stage and will go to the District 10 Board prior to submitting to the City.


V.        Next Meeting


For the next District 10 Council Board meeting, Tues., Feb. 16, items are:  1) Election to replace Barb Frick’s Subdistrict 3 seat; 2) Review of job descriptions and/or staffing structure; and 3) strategic planning.  With Barb’s resignation, a new Lexington-Larpenteur Ad-Hoc Committee chair must also be selected.  Barb also functioned as District 10 liaison to the Humphrey Job Corps, however this role is not defined in Board bylaws.  Marcy Micek expressed interest in acting as Job Corps liaison.


Discussion also centered on the roles of staff and board.  Various perspectives were offered.
